By reconstructing old storehouses and plants, exhibiting its four features of “exploiting in protective manner, inheriting urban texture, introducing new industries, and transforming regional functions” and mainly absorbing e-commerce, information service, producer services, outsourcing service and headquarters economy enterprises, this project has been built into Shanghai’s e-commerce innovation service demonstration base and Shanghai’s information service outsourcing headquarters base and has been successively granted with the honorary titles of “Shanghai E-Commerce Demonstration Garden”, “Shanghai Producer Services Functional Zone”, “Shanghai Technology Business Incubator” and “Shanghai Headquarters Base”, etc. by governmental agencies such as Shanghai Commission of Commerce, Shanghai Commission of Economy and Informationization, Shanghai Commission of Science and Technology. Moreover, it was identified as the National High and New Technology Service Industry Area by Shanghai Municipality in 2011.
Covering 522,669㎡ land area with a planning construction area of about 500,000㎡, this project is jointly developed by Shanghai Textile Development Corporation and Miaohang Township, Baoshan District, which is planned at one time and constructed in steps. Phase-I of the project with a construction area of about 170,000㎡ is made up of the northern and southern blocks of the cotton warehouse (for short, “Textile Development Phase-I”) and the silk warehouse, etc. Textile Development Phase-I has been completed in October 2010 with a construction area of about 50,000㎡ . Phase-II of the project has a building area of 60,000㎡ that is a part of Textile Development Phase-II, and it is to be constructed into headquarters base for modern service industry and productive service industry, of which, a self-developed item of 23,667㎡ with a total investment of RMB 309 million covers a construction area of 56,300㎡. Phase-III of the project, covering 52,467㎡ with a total construction area of about 50,000㎡, is the reconstruction project of the local products warehouse and Senhai Furniture Co., Ltd. organized and developed by Shanghai Eswell Enterprise Co., Ltd., and it focuses on development of information service, e-commerce service, and brand electronic commerce retail industries and also provides supporting logistics service and supply chain management service for the enterprises in the park. The construction of Phase-II and Phase-III of the project has been started in 2013.
At present, the construction area in the park that has been completed and put into use is about 50,000㎡, and both the occupancy rate and settlement rate of the enterprises have reached 100%. 216 enterprises have settled in the park, including many backbone enterprises such as 51buy.com, shtogo.com, nmlcgg.cn, 52Taowang.com, Webrand (xltt.taobao.com),www.56hui.com,www.boqii.com,www.ewonder.cn, AnchNet,www.jjlg.com.cn, uzaiuzai.com, and Langben.
